Step #1:
Paint (or use spray paint) the photo frame white. Once dry, use a ruler to draw horizontal lines across the frame. Mine were ¾” apart. Paint every other section blue. May need to give 2-3 coats. Let dry.

Step #2:
Using the lid of a cardboard egg carton, sketch out (or locate free clipart online) and cut two wave sections. The background wave will be taller than the foreground wave. It will also not extend the length of the frame.

Give them a coat of white paint (or spray paint). Once dry, paint each one a different shade of blue.

Step #3:
Use craft glue to secure the waves to the bottom of the frame. Apply the background wave first with the foreground wave on top. Let dry.

Step #4:
If desired, sketch out (or locate free clipart online) a fish such as a swordfish, whale, octopus onto scrapbook paper. Tuck in between the waves, securing it with a small 3D foam sticker so it gives illusion of jumping out of the water.

BONUS STEP:
If the photo frame comes with a mat, trace the mat onto complimentary scrapbook paper for a more custom look.
